Cali Cartel

The Cartel De Cali is a drug cartel based in the south part of Colombia, around the city of Cali. According to some estimates at its height the Cartel De Cali controlled 80% of the cocaine exports from Colombia to the United States. Gilberto Rodríguez Orejuela founded the Cali Cartel in the 1970s with Jose Santacruz Londono .

Some observers consider the cartel to have fragmented somewhat in recent years, and that it does not hold as much power as it once did, due to law enforcement efforts and the emergence of smaller cartels, though many of its newer members and drug trade routes still continue to operate.

Technology

According to reports, in 1994 a raid discovered that the Cali Cartel was using an AS/400 IBM minicomputer to run a counter-intelligence operation. The computer apparently enabled calls made through the local telephone exchange to be compared with a database of US diplomats, CIA agents, and members of local law enforcement agencies, allowing them to identify and eliminate informers. Knowledge of the discovery has been denied by the Colombian government.
