Guarda is both a city and a district in north-east Portugal.

The city population is 25,808 in 3 parishes. It is claimed to be the highest city in the country. The city is crossed by the IP5, an important road link to Spain, that also connects it to Salamanca. Guarda is located near "Serra da Estrela".

The municipality has 55 parishes and 44,663 people. Another important district center is the city of Pinhel.
