The House also consists of 4 non-voting delegates elected for two-year terms from American Samoa, the District of Columbia, Guam, and the U.S. Virgin Islands; as well as the non-voting Resident Commissioner of Puerto Rico, who is the only House member elected to a four-year term. At present, all 4 non-voting delegates are Democrats while the Resident Commissioner is a Republican.
